CGI remains closed on Saturdays; Sundays and on designated Indian and UAE public holidays. The list of public holidays for the current year is attached. This is subject to modification on the basis of instruction received from Government of India from time to time.
The CGI also renders consular services on Sundays at the Indian Association premises at the five Northern Emirates – Sharjah, Ajman, Umm Al Quwain, Fujairah & Ras Al Khaimah. Timings and other details of these services can be obtained from the respective Associations.

Marital Counseling
NRIs living in the UAE mostly comprise of nuclear families. Without the emotional support of the joint family system, due to trauma associated with relocating to a new country, job related issues etc, people are becoming stressed out and this is starting to extract a heavy toll on marital relationships.
With increase in the number of couples with marital issues approaching the Consulate for help, a need was felt to start family counseling sessions at the Consulate in addition to the already existing facilities for psychological, financial and legal counseling at the PBSK. Government of India introduces ‘eTourist Visa’ to UAE citizens
Government of India has extended the ‘e Tourist Visa’ (eTV) facility to citizens of 45 countries from the existing 11countries currently. The UAE is one among the newly added countries to the list. Diplomatic, Official, Special, and Service passports will not be covered under this facility.

Government of India has revamped the mandatory insurance scheme, Pravasi Bharatiya Bima Yojana (PBBY), aimed at welfare of Indian emigrant workers who need Emigration Clearance for overseas employment. The strengthened scheme (PBBY,2017) will be effective w.e.f. August 1,2017.

As there are about 3.5 million Indian nationals in Dubai and the Northern Emirates, the area and scope of activities of the Labour & Welfare Wing of the Consulate is wide ranging. Welfare related activities include both preventive and curative measures for safeguarding the interests of Indian nationals. Indian Parliament enacted the Citizenship Act, 1955 (57 of 1955) and the Citizenship Rules were framed in 1956. The Citizenship Act, 1955 was amended extensively in 2003. Citizenship is a matter dealt with by Ministry of Home Affairs (MHA) in the Government of India (www.mha.gov.in).

Execution of Court Summons
Original Judicial documents/ order from Indian courts received by the Consulate directly from the Indian Ministry of Home Affairs or Ministry of Law and Justice or other courts in India, are serviced on the Indian citizens residing in Dubai and the five Northern Emirates through the local Foreign Offices of the Ministry of Foreign Affairs, UAE.
UAE authorities require copy of passport, local telephone/mobile number, full postal address in UAE along with legal Arabic translation of all the documents and seal of translator. Local authorities require a minimum of at least 90 days time to serve the summon / warrant on the individual(s) or entity.
NRI Complaints
All NRIs who have any complaint against an individual or an authority in India can submit a petition by e-mail to Superintendent of Police of concerned district with a copy to the Consular Wing, Consulate General of India, Dubai detailing their grievances. NRIs may also lodge complaints directly through online portal of concerned State Police Department.
The complaint copied to Consulate (conssec.dubai@mea.gov.in) is forwarded to the appropriate authority in India for redressal. Whenever a reply is received from India the same is communicated to the petitioner, who can also get his case followed up directly with concerned Police Station in India or through Consulate.
Missing Persons
Whenever an Indian national is reported missing, the Consulate approaches the local authorities to investigate his/her whereabouts and provide details to the Consulate, which are then conveyed to the petitioner. Relatives of individuals who have gone missing in Dubai or Northern Emirates can send details in the prescribed format DETAILS OF MISSING PERSON regarding the missing person (his Passport number, telephone number, name of employer/sponsor, visa details) either directly to the Consulate or through the concerned authority in India. They should also provide their contact details in India preferably their telephone numbers and e-mail ID. As per the provisions of Section 4(1) of the Citizenship Act, 1955 – Birth of every child born abroad should be registered with the Consulate, within one year from the date of birth of the child. i) People with valid passports who wish to return to India
Aweer Immigration
ii) People who have a passport but it has expired
BLS Centre to apply for Emergency Certificate (www.blsindiavisa-uae.com). The ECs can be picked on the next working day if all documentation is complete. After taking the ECs they can approach the Aweer Immigration Centre.

HIGHER EDUCATION IN INDIA
Higher education has always occupied a place of prominence in Indian history. In ancient times, Nalanda, Taxila and Vikramsila universities were renowned seats of higher learning, attracting students not only from all over the country but from far off countries like Korea, China, Burma (now Myanmar), Ceylon (now Sri Lanka), Tibet and Nepal.
Today, India manages one of the largest higher education systems in the world. In modern times, the first attempt to formulate a national system of education in India came in 1944, with the report of the Central Advisory Board of Education on Post War Educational Development in India, also known as the Sargeant Report. It recommended the formation of a University Grants Committee, which was formed in 1945 to oversee the work of the three Central Universities of Aligarh, Banaras and Delhi. Chief Minister of the northern Indian State of Himachal Pradesh, Hon’ble Mr. Jai Ram Thakur arrived on a 4-day visit to UAE today afternoon. He is leading a high-level delegation from the State that also includes the Industry Minister, Hon’ble Mr. Bikram Singh and senior officials from the State. The purpose of the visit is to project Himachal Pradesh as an attractive investment destination in sectors such as horticulture, tourism, pharmaceuticals, energy, food processing, logistics, education and skill development.
