Self Financing Scheme


 1. The Ministry of Human Resources Development and Ministry of Health and Family Welfare, New Delhi, executes “Self Financing Scheme”, for foreign students for the undergraduate courses in MBBS / BDS & B.E / B.Pharm programmes. Applications from foreign students for nominations to undergraduate courses in Bachelor of Engineering, Bachelor of Pharmacy, Bachelor of Medicine and Bachelor of Surgery and Bachelor of Dental Surgery under Self – Financing Scheme for the academic year 2019-20 is to be submitted in the Consulate General of India, Dubai latest by 17th June 2019.

2. Kindly note that foreign candidates are required to appear in National Eligibility cum Entrance Test (NEET) conducted by NTA for admission in MBBS/ BDS UG courses in India.

3.  Eligibility criteria:

 (A) For MBBS /BDS:-  

(i) A candidate must have secured a minimum of 50% aggregate marks with at least 50% in Physics, Chemistry and Biology (Botany & Zoology) separately and 50% in English in the qualifying examination (equivalent to 10+2 standard of CBSE in India - equivalence certificate from AIU, New Delhi must be enclosed). The website of the association of Indian Universities http://www.aiu.ac.in/AIUTEST/evaluation.php  be consulted in this regard.


(ii) NEET - It shall be necessary for a candidate to obtain minimum of marks at 50th percentile in NEET.

(B) For B.E./ B.Tech:-

(i) A candidate must have secured a minimum of 60% aggregate marks with at least 60% in Physics, Chemistry and Mathematics separately and 50% in English in the qualifying examination (equivalent to 10+2 standard of CBSE in India - equivalence certificate from AIU, New Delhi must be enclosed). The website of the association of Indian Universities http://aiuweb.org/Evaluation/evaluation.asp may be consulted in this regard.

(C) For B. Pharmacy:-


(i) A candidate must have secured a minimum of 60% aggregate marks with at least 60% in Physics, Chemistry, Biology (Botany & Zoology) separately and 50% in English in the qualifying examination (equivalent to 10+2  standard  of CBSE  in India - equivalence certificate from AIU, New Delhi  must   be enclosed). The website of the association of Indian Universities http://www.aiu.ac.in/AIUTEST/evaluation.php  be consulted in this regard.

(D) The candidates applying for B. Arch course are required to pass the Aptitude Test as prescribed by Council of Architecture. The candidates who do not pass the Aptitude Test will not be eligible for award of enrolment by Council of Architecture, New Delhi. 

4. Foreign students having PIO, O.C.I. card and NRIs are not eligible to apply for MEA's Self Financing Scheme.


5. Foreign students can also apply for nomination with pending final declaration of their qualifying examination results equivalent to 10+2 standard of CBSE. Nomination of such candidates will, however, depend upon their being eligible on the basis of merit. 


6. Merely forwarding the applications of the candidates by the Consulate should not be treated as assurance for their nomination by the Ministry of External Affairs, New Delhi. The Ministry will scrutinize all the applications and only after these are found complete in all respects, the names of the eligible applicants on the basis of eligibility criteria of marks in Grade 12th and NEET will be considered for nomination in the order of merit and preference for the course.

7. Candidates applying for B.E / B. Pharmacy seats would be selected by the Ministry on the basis of academic merit. There are no fixed quotas for any country.

8. Selection for candidates for admission in MBBS / BDS will be purely on merit based on the scores obtained by the candidates in NEET –UG 2019.


9. Selected candidates are expected to comply with admission formalities, fee structures and procedures of the respective colleges/universities. These may include specific medical examinations including Aids test in India.

10. The lists of colleges for MBBS/BDS courses (as per last year's allocation) is enclosed at Annexure I. The seats are generally allocated in these Colleges /Institutes but may vary depending on final allocation by the Ministry of Health and Family Welfare.

 
11. The lists of colleges for BE/B. Pharmacy courses where Ministry of Human Resource Development has allotted seats is attached. ( Annexure II)

 

12. It may please be noted that above seats are on self-financing basis and Ministry of External Affairs, New Delhi does not provide any financial aid / scholarships to foreign students selected under above Scheme. 

13. The following are the documents to be submitted by the candidate to the Consulate General of India, Dubai.

  • Application form to be filled (download application form)

  • Three copies of candidate’s recent photographs duly attested by the Consulate.

  • Three attested copies of candidate’s certificates and mark sheets and a certificate from Association of Indian Universities, New Delhi showing the equivalency of the qualification. The website of Association of Indian Universities is http://www.aiuweb.org/Evaluation/evaluation.asp.

  • Three attested copies of candidate’s –

  • first four pages of the Passport

  • Citizenship certificate

  • Birth Certificate

  • Character Certificate from the Head of Institution last attended

  • NEET 2019 score (for medical seats).

14. Before applying for admission under the scheme, the candidates must ascertain that Indian degrees are valid in his / her country.
