Passport and related services
The Consulate General of India in Dubai administers the Indian Passport and related services for Indian Citizens residing in the United Arab Emirates through an outsourced service provider- BLS International Services Ltd’s centers located across the Emirates in UAE. The applicant has to submit his application at the BLS center to avail the following passport and related services from the Consulate

Applicants may fill the offline application for those services as mentioned above and submit the application via appointment as per the flow chart mentioned above.
Important points to note:
1. Tatkal cases: Please note Tatkal, emergency case –death & medical (immediate family members) and New born baby can submit their application on walk-in basis. Approval for tatkal category cases will be granted by Consulate for applicants meeting the eligibility criteria based on the previous passport details, service required by applicant, supporting documents & relevant guidelines in this regard.
2. Photograph Specification: The photograph should be in colour and of the size of 2 inch x 2 inch (51 mm x 51 mm) and the digital size of file should not exceed 100 KB each and must not be less than 20 KB. Minimum resolution of the file should be 350 pixels (Width) X 350 pixels (Height) and maximum 1000 pixels (Width) X 1000 pixels (Height). Bit Depth of image file should be 24 bit and DPI range should be between 200 and 300. The photo print should be clear and with a continuous tone quality. It should have full face, front view, eyes open. Photo should present full head from top of hair to bottom of chin. Center head within frame. The background should be plain white or off white.
Head coverings are not permitted except for religious reasons. Even when applicant use head coverings in such cases, the facial features from top of forehead to bottom of chin and both edges of the face including eyebrows must be clearly visible in the Photograph. The expression on the face should look natural. Ensure the print is clear and has a continuous tone quality. Do not retouch or otherwise enhance or soften the photo.
Head should face the camera directly and should not tilt or turn (portrait style). Photo must show both edges of the face clearly. The eyes must be open, level and clearly visible and must not be covered by hairs or eyeglass frames. Glare on eyeglasses should be avoided with a slight upward or downward tilt of the head. No tinted or dark glasses.
3. Police Verification: Passport applicants may kindly note that the prior police verification (Pre - PV) in India is mandatory in certain cases where it is required as per the Passport rules and regulation. Time taken for verification by the State Police authorities differ from State to State. Since State Police Authorities in India are authorized up to 30 days for completing verification, applicants are advised to make provision for sufficient days for application processing, which involves Document and Data Verification, Granting, Police Verification, Printing, Lamination and Dispatch of Passports.
In cases where prior police verification (Pre-PV) is not required, application processing will be completed at the Consulate in 1-2 working days excluding of dispatch time.
Cases where incomplete application, incorrect details, photographs not as per prescribed format, signature mismatch, lack of supporting documents, absence of prescribed Annexures/Declarations etc, are noticed at the time of processing, applicants will be contacted for further course of action, and this period will be added to the processing time.
4. Online tracking: Please track your application via https://blsindiavisa-uae.com/passport/passport-track-your-passport.php. Please note, those application sent for police verification will receive a notification to the mail ID mentioned in the application. However, for such application also the status will be shown as “Processing in CGI Dubai”.
5. Correction/modification of entries in the passports: For any queries related to correction/modification of entries in the passports, applicants may visit the Consulate on any working between 08:00 AM to 4:30 PM (entry through gate number 2) with all the documentary proofs (in original) available with them for carrying out the correction/modification in their passports. The officer in the Passport Section will examine the documents and give the approval, if found in order, on the passport application form. After getting approval from the Consulate, applicant may book an appointment with BLS and submit the application at any of BLS Centre in the UAE.
6. Photography/Videography/Recording with any type of Camera/Mobile phone is prohibited inside the premises of the Consulate and inside the CPV Outsourcing centers. All these office spaces are monitored on CCTV cameras and suitable action shall be initiated against violators of these norms.
7. Residency requirements: Applicants who do not have valid resident visa in UAE as on the date of application (entry visa/ residency visa/ visit visa expired) shall be issued Short Validity passport, subject to all other usual checks and procedure.

9. Grievances/ Redressal Mechanism: If applicants have any grievance/suggestions regarding the service/amenities at the Outsourcing Center please use the Feedback Forms available at the Outsourcing Center (in Hindi, English and other Indian Languages) to convey the same to the Consulate. Completed Feedback Forms may be deposited in the Feedback Boxes provided by the Consulate at the Outsourcing Centers.
