General Information

GENERAL INFORMATION APPLICABLE TO ALL PASSPORT SERVICES

1.The passport application (fresh or renewal) in UAE is a two stage process. First, the online application form for Passport service, should be properly filled with complete and correct details in all respects. Second, the printout of the application should be submitted at BLS Centers (for the location of BLS centers “click here”) the outsourced service provider (OSP)  with appointment-confirmation physically along with the required documents (for required documents “click here”) and pay requisite fee (for fee information “click here”). The application for the service in any other form is not acceptable. 

2. The application for a Passport or Passport related service is to be filled online on Global Passport Seva Portal (GPSP) online portal: https://embassy.passportindia.gov.in/ or https://mportal.passportindia.gov.in/mission/

3. Please read the instructions carefully before filling the application form.  

4. It is absolutely necessary to use your recent original Indian Passport details whilst filling your Passport Application. Incorrect address may cause delay in the issuance of Passport.

5. Two addresses should be furnished as required in the application form, one Indian address and other / current address in UAE.  Kindly mention the correct and the complete Indian address in application for purpose of police verification. Please ensure that there is complete postal address including the pin code legibly. Also mentioned the police station correctly. Please check if there is any change in the official name of the place or district or police station and provide the latest correct information. 

6. Change in personal particulars or address must be accompanies with the requisite supporting documents (for required documents “click here”).

Applications are advised to update the entries in their passport while renewal if any entry has changed( for example: If the old address is sold out then provide the address in possession)

7. All applicants (including minors and new born babies) seeking passport related service should submit the application in person to BLS Centers in UAE for identification. 

8. All signatures in the application should be with ballpoint pen of black or blue ink. Those who cannot affix their signatures like infants, minors or illiterate should put their thumb impression in the place of signature. The signature of the applicant should exactly fit in the prescribed column(4.5 x 1.5 cm). 

9. All applications to be accompanied by photocopy of the current passport (first and last page), Emirates ID copy, visa copy and other supporting documents.

10. The delivery of processed documents will be done preferably to the applicant himself/herself or to the person authorized by the applicant in writing and accompanied by the official receipt given to him/her at the time of submission. 

11. The fees for renewal and various passport related services including all kinds of miscellaneous services on passport, are prescribed by Government of India from time to time and are subject to change. 

12. The old Passport will be retained during the period of the processing of application.  

13. Information on the passport application form, your existing passport and all supplementary forms must be identical.

14. Applicants are required to furnish original documents along with one set of self- attested photocopies of the same at the time of submission of application.

16. Emergency service (Tatkal) for issue of passport can be availed of by payment of an additional fee of Dhs.570/- under the Tatkal Scheme, in addition to the Normal fee (Adult – Dhs.285/- and minors– Dhs.190/) provided the applicant is eligible for that service.

CASES EXCLUDED FROM TATKAL CATEGORY

Tatkal passports cannot be issued to persons falling in the following categories:- 

  • Lost/stolen cases 

  • Change in appearance 

  • Change/Correction  in entries of Passport : name, sex, date/place of birth,  parent/spouse name and signature 

  • Persons of Nagaland  or J&K origin 

  • Adopted children 

  • Minors whose Parents are divorced or separated

  • Renewal of Short Validity Passport

  • Passport damaged beyond recognition cases. 

  • Fresh issue of passports to citizens of India by Registration/Naturalization (granted citizenship by MHA)

  • Applicants who have been habitual losers or who had earlier travelled on forged or fake passports

  • Proceedings in respect of an offence alleged to have been committed by the applicant are pending before a criminal court in India

  • The applicant has, at any time during the period of five years preceding  the date of application, been convicted by a court in India for any offense involving moral turpitude and sentenced in respect thereof to imprisonment for not less than two years

IMPORTANT POINTS TO NOTE:

1. It is an offence to hold more than one valid passport at a time. 

2. Under Section 12 (1A) of the Passport Act 1967, possession of Indian passport by a foreign national is a cognizable offence. This equally applies to Indian nationals who have acquired the foreign nationality.

3. It is an offence under the Passport Act 1967 to furnish false information in the application. Passport facilities would be denied on grounds of suppression of material information, submission of incorrect particulars, willful damage/loss of passport or for unauthorized change/tampering. The passport can be impounded or revoked for violation of one or more of the provisions of the Passport Act.

4. Loss of passport: It should be immediately reported to the nearest Police Station and to the Passport Office or Indian Mission, if abroad. Passport holder shall be responsible for misuse of passport, due to non-intimation of loss, to the concerned Passport Office/Indian Mission. Passport is a government property and should be surrendered when demanded in writing by any Passport Issuing Authority.

5. Police Verification: Passport applicants may kindly note that the prior police verification (Pre - PV) in India is mandatory in certain cases where it is required as per the Passport rules and regulation. Time taken for verification by the State Police authorities differ from State to State. Since State Police Authorities in India are authorized up to 30 days for completing verification, applicants are advised to make provision for sufficient days for application processing, which involves Document and Data Verification, Granting, Police Verification, Printing, Lamination and Dispatch of Passports.

In cases where prior police verification (Pre-PV) is not required, application processing will be completed at the Consulate in 3-4 working days excluding of dispatch time.

Cases where incomplete application, incorrect details, photographs not as per prescribed format, signature mismatch, lack of supporting documents, absence of prescribed Annexure /Declarations etc, are noticed at the time of processing, applicants will be contacted for further course of action, and this period will be added to the processing time.

A passport expired more than three years should be supported by a declaration on a plain paper by the applicant, explaining the circumstances and the reasons for the late renewal.

6. Online tracking: Please track your application via https://mportal.passportindia.gov.in/mission/TrackApplication
Please note, those application sent for police verification will receive a notification to the mail ID mentioned in the application. 

7. Editing of applicant's personal information WILL NOT be allowed after their applications are physically received at Outsourced Service Provider. 

8. The application will be REJECTED on technical grounds if there is a variance with information in passport. 

9. The rejected application will be returned to the applicant and they will have to redo the entire process. 

10. The Fee is not refundable in any case.

11. Any variance in the data mentioned in the applicant's passport and that mentioned in the online application form will be the sole responsibility of the applicant and they have to ensure that the data is validated correctly before sending their application to Collection/Delivery Center.

12. Photography/Videography/Recording: any type of Camera/Mobile phone is prohibited inside the premises of the Consulate and inside the CPV Outsourcing centers. All these office spaces are monitored on CCTV cameras and suitable action shall be initiated against violators of these norms.

13. Grievances/ Redressal Mechanism: If applicants have any grievance/suggestions regarding the service/amenities at the Outsourcing Center please use the Feedback Forms available at the Outsourcing Center (in Hindi, English and other Indian Languages) to convey the same to the Consulate. Completed Feedback Forms may be deposited in the Feedback Boxes provided by the Consulate at the Outsourcing Centers.

FREQUENTLY ASKED QUESTIONS 

(i) Question: Till what time Passport Application could be submitted for reissue before the date of expiry?

Answer: You can apply for reissue of Indian passport when passport has less than one year (12 months) of validity left. You can also apply for reissue of Indian passport anytime if you have a change in personal particulars, appearance, signature, or if passport is lost or damaged or pages are exhausted. 

(ii) Question: Can I apply for additional pages in my passport/ apply for additional booklet?

Answer: There is no facility to add more pages to the existing passport or avail an additional booklet for appending it to the current passport. Applicants are required to apply for a new passport due to exhaustion of pages. 

(iii) Question: Can a UAE address be reflected in an Indian Passport?

 Answer: Usually, a UAE address is not permitted on the Indian passport. However, in exceptional circumstances only, when the applicant proves that he/she does not have a permanent address in India, an applicant may be permitted to reflect his/her UAE address in his/her Indian passport. An affidavit from the applicant about his/ her not having a permanent address in India, must be attached with the application.

(iv) Question: Can I retain my Indian Passport for travel after acquiring a foreign nationality?

 Answer: Indian Citizenship Act does not provide for dual citizenship. Thus, Indian nationals (including minors) who have acquired foreign citizenship are required to apply for Renunciation of Indian citizenship and also surrender their Indian passports to get a certificate of Surrender of Indian Passport. Possession of Indian Passport by foreign nationals is a cognizable office. This equally applies to Indian nationals who have acquired foreign nationality.
